Harbor Island West Marina Breaks Ground on $70 Million Bayfront Project
SAN DIEGO — [May 28, 2026] — Harbor Island West Marina held a groundbreaking ceremony to celebrate the official start of construction of its $70 million redevelopment project, which will enhance the bayfront experience for recreational boaters, marine businesses and the greater San Diego community.
Development leaders, Port of San Diego officials and project partners gathered at Harbor Island West Marina to commemorate the large-scale revitalization project that delivers modern marina infrastructure and expanded public access to one of San Diego Bay’s most established waterfront destinations.
“This is an exciting step forward in San Diego Bay’s continued transformation,” says Eric Leslie, CEO of Beauchamp Leslie Development & Management. “Alongside our community partners, we’re focused on creating an anchor waterfront destination that will allow boaters and the public to experience the bay with improved access and more comfortable, modern amenities.”
Beauchamp Leslie, a longtime steward of San Diego’s waterfront, has leased and operated the Harbor Island West Marina site at 2040 Harbor Island Drive from the Port of San Diego since 1981. The company is leading the redevelopment under a new 50-year lease agreement that reflects a shared vision for supporting the seaport’s vibrant commerce and community.
“Today’s groundbreaking represents an investment in the future of San Diego Bay and our shared waterfront,” said Chair Ann Moore, Port of San Diego Board of Port Commissioners. “The Harbor Island West Marina revitalization modernizes important infrastructure while creating new opportunities for residents and visitors to connect with the bay through expanded public access and waterfront experiences. Projects like this help ensure our waterfront remains welcoming and accessible for generations to come.”
“Harbor Island has long been an iconic part of San Diego’s waterfront, and this revitalization helps ensure it continues serving boaters, visitors, and our community for generations to come,” said Vice Chair Michael Zucchet, a San Diego appointee to the Port of San Diego Board of Port Commissioners. “Projects like Harbor Island West Marina demonstrate that economic growth and environmental stewardship can go hand in hand by modernizing waterfront infrastructure in a way that supports sustainability, recreation, and the long-term health of San Diego Bay.”
The project, spanning 3.8 acres of land and 22 acres of water, will include enhanced land- and water-side amenities along with new publicly accessible spaces designed to strengthen connections to the San Diego waterfront. When completed, the updated Harbor Island West Marina will feature:
623 new slips accommodating vessels ranging from 20 to 140 feet
Expanded boater amenities including a lounge, fitness center, pool and spa
New, fully accessible-to-the-public waterfront promenade and viewing deck
Approximately 16,000 square feet of commercial space
Project partners include Bellingham Marine, a California-based leader in marine construction, leading waterside improvements including new dock systems, upgraded utilities and significant marina infrastructure improvements. Pacific Building Group, an award-winning, San Diego-based general contractor, is leading landside construction of the new boater’s lounge, fitness center, pool and spa, as well as a public viewing deck and waterfront promenade. The project design team is from AO, an architecture, design and planning firm based in Orange, California.
Backed by over 50 years of marina experience, the Beauchamp Leslie team is redeveloping Harbor Island West Marina to meet the evolving needs of today’s boating community while honoring its legacy. Construction is being phased to maintain marina access and operations wherever possible.
