New Flexibility on Harbor Closure

Santa Cruz Harbor has always struggled with winter shoaling, but this year the problem grew to new extremes. With special permission, some vessels may now transit the harbor mouth again.

The Coast Guard's total closure of Santa Cruz Harbor March 18 left a lot of sailors and commercial fishermen extremely frustrated — to put it mildly. But we're happy to report that the dredging crews have been making steady progress since then, which has allowed the CG to soften rules for this special Safety Zone. 

When conditions at the entrance are appropriate, fishermen are now able to come and go without the threat of fines, if they are granted special permission (via VHF 9) from the Santa Cruz harbormaster or a deputy harbormaster. We assume the same applies to recreational vessels also; however, keelboat owners should check current bottom-contour graphics at the harbormaster's office before contemplating an exit. According to the Santa Cruz Port District website, "The Coast Guard has indicated that approvals can be granted during daylight hours when there are no small craft or gale warnings in effect." It's also good news that dredging hours will be increasing to 8:00 a.m. until 10:00 p.m. whenever possible.

Meanwhile, Santa Cruz YC members have gotten creative due to the extreme shoaling and harbor closure. Since March 16, they've been hosting Wednesday night in-harbor dinghy races as a replacement for their customary springtime 'beer can' races out on the Bay. Races are open to all dinghy types (but no spinnakers), with the starting line located off D dock, near the hoist. First gun is at 5:30, and, of course, the club will host its usual post-race barbecue and revelry. Goes to show, even when you corral a bunch of sailors in a relatively small space, it's tough to keep them from hoisting sail and doing what they love to do best.

Dredgers and Santa Cruz Harbor staff are closely monitoring the changing harbor depths and contours.

Entries Growing for 2nd Alaska Race

March 28, 2016 – Port Townsend, WA

The Race to Alaska was born last June in the spirit of tradition, exploration, and the self-reliance of the Gold Rush. At 750 miles, R2AK claims to be North America's longest human- and wind-powered race, with the largest cash prize ($10,000) for an event of its kind.

Organizers at the Northwest Maritime Center are promoting the race as being "like the Iditarod, on a boat, with a chance of drowning, being run down by a freighter, or eaten by a grizzly bear. There are squalls, killer whales, tidal currents that run upwards of 20 miles an hour, and some of the most beautiful scenery on god's green earth."

With no motors and no support, competitors sail, row and/or paddle from Port Townsend, WA, to Ketchikan, AK. Who would accept such a challenge? So far, 33 teams have signed up. Among interesting entries is one from the San Francisco Bay Area, MAD Dog Racing. Regular readers of Latitude 38's racing coverage will recall that Randy Miller's Marstrom 32, essentially a big beach cat, won the multihull division of last September's Rolex Big Boat Series and took line honors in the Santa Barbara to King Harbor Race. We assumed that 'MAD' is an acronym of the last names of team members Randy Miller, Ian Andrewes and Colin Dunphy, but the R2AK website offers some alternative interpretations: "My Ass Damp? Massively Arrogant Decision? Might Attract Driftwood?"

With main reefed, the M32 Miller Racing approaches the finish line of a race in the 2015 Rolex Big Boat Series. Looks like a wet ride.

Starving for Attention

“Where’s my cape?” 

That’s what this writer said after assisting in the rescue of a starving sea lion pup earlier this month at the Channel Islands Harbor Marina in Oxnard. The poor little pinniped had been spotted around the marina several times in the days leading up to its rescue, and by the time Jen Levine of the Channel Islands Marine & Wildlife Institute was called to the scene, the pup was in dire straits.

"She’s got some fight in her," Jen called up from the rocks as she herded the pup into a specially-designed net while her ‘volunteers’ waited at the top of the gangway. "That’s a good sign, but she’s awfully skinny. I hope we got her in time."

CIMWI is a Goleta-based, all-volunteer organization that rescues marine mammals from Santa Barbara and Ventura counties. Before 2013, when the waters off California warmed, CIMWI rescued fewer than 50 animals each year, but since then, their patient load has risen exponentially. 

Sea lions in Southern California give birth on the Channel Islands, which are normally rich with food. But as warmer waters push fish farther north, sea lion moms are forced to leave their pups behind to go hunting. Far too many of those pups venture out on their own and wind up stranded — dehydrated and malnourished — on beaches, breakwaters and even driveways. And more are coming in every day.

"Last year we rescued a record 359 animals," Jen reported as we wrangled the emaciated pup into a dog kennel. "So far this year, we’ve taken in 114." By the time this article was posted, just three weeks later, they’d rescued 60 more.

Naturally, boaters are on the front line of this particular battle. Here’s what you should and should not do if you think you’ve found a marine mammal in distress:

  • Don’t touch! —  That means don’t pour water on it, feed it or try to coax it into the water. Keep all humans and pets at least 50 feet away.
  • Observe — Note its size, condition (can you see its ribs or backbone?), fur color, activity, wounds, and so on. Also note if it has ear flaps, as that will help rescuers determine what equipment to bring. Keep in mind that many marine mammal moms leave their babies on shore while they’re off feeding. 
  • Determine location — Note landmarks that will help rescuers find the animal. 
  • Call your regional rescue facility (all of which accept monetary donations, and most would love new volunteers):

We’re thrilled to report that 'our' sea lion — officially #97, but we nicknamed her Lucky —  not only survived, but is thriving under the care of the wonderful team at CIMWI. "It’s been smooth sailing for her," Jen says. "I’m very optimistic for a full recovery. She’s looking at a late-April release."


Lucky — aka #97 — has really earned her nickname. When admitted to CIMWI, she weighed just 22 lbs, about half what she should have.
